Restore Top 25 in each neighborhood

The 2011 ArtPrize feature of posting the Top 25 in each neighborhood at least helped get some visitors to more venues. The 2012 decision to stop posting the Top 25 in each neighborhood is bad news for venues or artists outside the center city.
